The earth is an amazing organism. It is an organism that works best when things are balanced. Thousands of factors go into keeping this balance and if something goes out of whack than the entire system will fail. On area that is going out of whack is the area of climate change and the strain that our emissions are putting on the ozone layer (to view the effects of the depleting ozone layer check out this website
http://en.wikipedia.org/wiki/Ozone_depletion). This is a serious problem, no politician would say otherwise. Given the fact that

this is serious problem we need a serious plan put into place and one that will give us real results. Last week Canada signed onto the Asia Pacific Partnership on Clean Development and Climate. This protocol is one that has been heavily criticized for not having the substance to get the job done. Ok, the competition, the Kyoto Protocol has some issues, like putting pressure on businesses and costing businesses more money. But the important thing that the Kyoto Protocol has is rules. The Kyoto Protocol sets rules of how much

emissions can be produced by a given country in a given time period. Without these rules why would a country make a serious effort to cut back their emissions? The Asia-Pacific Partnership merely acts as a mask for countries that want to make it look like their trying when really they are just reaping the benefits of cleaner air of other countries that are making an effort. Rules need to put into place to get things done properly. This also relates to the concept of language. When we are communicating with other people we form our sentences and express our thoughts with grammatical and sound rules in mind. If you take these rules of out the equation than communicating would be much less difficult and much less effective. Communicating without rules is sort of like drunken mumbling
(http://www.youtube.com/watch?v=h9M7pSljODY) and so is an environmental plan without any rules.
